Jumpstart Iowa Recovery Initiative
The Jumpstart Iowa Recovery Initiative is a housing and economic development program developed to address the financial needs of Iowans affected by the 2008 storms, flooding and tornadoes.
The Initiative contains two programs: one to address housing needs in storm-impacted communities, and one to help small businesses damaged by this year’s severe weather.

Jumpstart Iowa Housing Assistance Program
The Jumpstart Iowa Housing Assistance Program is administered through the Iowa Finance Authority and the Iowa Department of Economic Development. This program will help disaster-impacted homeowners either make a down payment on a new house, repair their current home, or maintain their mortgages while waiting for a potential buyout from FEMA. For down payment assistance and housing rehabilitation assistance, the maximum award is a $60,000 loan which will be forgiven if the homeowner stays in the house for 10 years. "Jumpstart Express" Emergency Repair Option
"Jumpstart Express" Emergency Repair is an option under the Jumpstart Iowa Housing Assistance Program. The application process for "Jumpstart Express" is the same as Jumpstart Iowa Housing Assistance. This option helps homeowners repair their current home without having to meet all of the previous requirements. Jumpstart Iowa Small Business Assistance Program
The application deadline for this program has passed.
Administered through the Iowa Department of Economic Development, the Jumpstart Iowa Small Business Assistance Program provided forgivable loans to small businesses impacted by the 2008 summer disasters. The funds helped pay down their SBA loans from the federal government, and provided funding to promote sustainable rebuilding efforts. The maximum award was a $55,000 loan. Funding
Funding for the Jumpstart Iowa Recovery Initiative is being drawn from existing state and federal funds. Plans for the distribution of money through the two programs were unanimously endorsed by the Iowa Department of Economic Development Board, the Iowa Finance Authority Board and the Iowa Power Fund Board.
Funds for the forgivable loans made available for the two separate programs — Jumpstart Iowa Housing Assistance Program and Jumpstart Iowa Small Business Assistance Program — will be dispersed through the following Councils of Governments (COGs) and cities:
